Policymakers can measure progress toward the desired result of healthy children prepared to succeed in school by tracking a number of key indicators:
Compilation of Early Childhood Indicators. A report based on a literature review, analysis of key national indicator sets, and a comparative review of indicators set out in state reports and plans.
Important Indicator: Number and rate of chronically absent students. A student is considered chronically absent if the total number of absences divided by the total of number of days enrolled exceed 10 percent. While not yet widely available, the number and percent of students who are chronically absent should be calculated district-wide by grade and for elementary, middle and high school populations, as well as for each school. Chronic absence can often signal challenges for a child, family or community.
