The following data scorecards provide a snapshot of racial disparities in each state. These scorecards were prepared by the Center for the Study of Social Policy’s Alliance for Racial Equity in Child Welfare.
The information is collected by race and ethnicity. Race data include numbers for African American, American Indian/Pacific Islander, Asian and white children (any race data that doesn't fall into one of these identified categories is listed as “other”).Ethnicity data include numbers for all Latino children. Ethnicity and race data are not mutually exclusive.
This methodology was selected because this data is collected and analyzed differently throughout the country. Using this method, the numbers of children in each racial and ethnic group are captured. For example, all Latino and non-Latino children who are African American are counted as African American. Similarly, this measure ensures that the numbers of Latino children are fully counted.
The data for the scorecards were obtained from two primary sources: general population data from the Office of Juvenile Justice and Delinquency Prevention’s Easy Access to Population Data; and state data from the Child Welfare League of America’s National Data Analysis System.
